 Added new feature *odl-ovsdb-openstack-clusteraware*.

This feature loads all the required component to make
net-virt cluster aware, like openflowplugin-*-li
features that support clustering
NOTE: THIS FEATURE DISABLE THE AUTO LOAD OF
odl-ovsdb-openstack AT BOOT TIME. USER NEED
TO EXPLICITLY INSTALL THE REQUIRED FEATURE.
