Fix problems with checkstyle in alivenessmonitor-impl module

Fix several problems found by checkstyle:
- Line lengths
- Unchecked exceptions
- Exception logging
- Formatting
- Redundant public modifier in constructors

This patch is the last of two and it includes the enforcement section
in POM.
