Get docker-compose working with Netvirt IT

Make some enhancements to netvirt IT job so that
docker-compose can be found in virtual environment.

Do not run OVS 2.4.0 until conntrack is supported.
With this patch, only OVS 2.5.0 will be run.

Only use external docker for netvirt-sfc-it.
