Increase sleep in distribution offline job

Running locally on TRACE level (no featuresBoot),
it took around 8 seconds for Karaf to start listening on port 8101.
Note that ODL feature repositories in system/ are still scanned during this phase.

Previous 10 second sleep may be not enough for new VMs
in combination with autorelease builds.
30 seconds should be safely enough.
