Update infrautils jobs for 2024.09 Scandium

infrautils/master is moving to 2024.09 Scandium. This means that:
- 4.0.x and 5.0.x are no longer maintained
- 6.0.x needs to run verify-jdk21 jobs
- master needs to run with Java 21 only

This patch updates jobs definitions accordingly.
