Create beefier job for netconf max device test

-  add robot options to use more mem resources on
   both the controller and testtool sim VM

-  passes juniper schema variable which works in
   conjunction with https://git.opendaylight.org/gerrit/c/integration/test/+/87517
   to pull down juniper schemas to use with the
   simulator
