Docker requirement on Tools VM

This change is to ensure that the tools VM used by netconf user features
test has docker installed.To this effect, the tools VM image has been
updated from GBP image which has it installed.
Successful netconf builds using this job on sandbox is
https://jenkins.opendaylight.org/sandbox/job/
netconf-csit-1node-userfeatures-only-carbon/2/
