Add Macmap and vlanmap tests for VTN manager CSIT

    * Add two robot files for macmap in both VTN_Mgr_OF10 and VTN_Mgr_OF13
    * Add functions in VTNMaKeywords
    * Add vlanmap robot file in VTN_Mgr_OF10 and modify vlan test in OF13.
