Enable javadoc jobs for usc

We are moving away from building javadoc as part of the build via
maven-site configuration to building javadoc via separate merge job.
This also starts deploying javadoc to a new Nexus site:

https://nexus.opendaylight.org/content/repositories/javadoc/

We intend to link to this via javadoc.opendaylight.org in the near
future.
