Fixed sal-netconf-connector readConfiguration

  - Promoted Netconf client to v1.1.
  - Added reconnect retry.
  - Fixed readConfiguration for mounted netconf device.
  - Fixed serialization issue in restconf related to mount points with unknown schema.
