Bug 5753 Clean up JAX-RS and Jersey dependencies

Upgrade JAXRS from 2.5 to 3.1 (by inheriting from odlparent).  This change
required switching the artifactId from "servlet-api" to "javax.servlet-api".

This is preparation work to support eventual upgrade across ODL to
Jersey 2.X.
