Update git submodules

* Update docs/submodules/odlparent from branch 'master'
  to 9608cc9dabebd1b14984c9c7750601518416f60b
  - Clean up Apache Commons features

    We were missing the dependency-tracking files, and commons-text
    depends on commons-lang3 which we need to represent in the feature.
