Support for per project patch test jobs

- Add jjb template for project patch test jobs.
- The project patch test job will verify a patch using project
specific system test defined in a custom list {csit-list}.
- The project patch test job is triggered with test-{project} keyword.
- Add openflowplugin patch test jjb project.
