Remove odl-lispflowmapping-netconf from -all

This commit removes the odl-lispflowmapping-netconf feature from our
only user facing feature odl-lispflowmapping-all, because it doesn't add
any value beyond the ODL base NETCONF implementation.  The
mappingservice.netconf bundle and the feature itself is still built and
available for use, but it won't be autoloaded, nor documented.
