SFT needs Karaf branding

For some reason SFT now needs our Karaf branding. We should fix this
so that it’s no longer the case — see
https://jira.opendaylight.org/browse/ODLPARENT-130 — but in the
interest of getting odlparent 3.0.0 out, this adds an explicit test
dependency.
