Update yangtools jobs for 2024.09 Scandium

yangtools/master is moving to 2024.09 Scandium. This means that:
- 10.0.x and 9.0.x are no longer maintained
- 13.0.x needs to run verify-jdk21 jobs
- master needs to run with Java 21 only

We can also drop archive-artifacts, as the override does not provide
anything yangtools would be using.
