Fix CSIT Netconf Callhome tests

Netconf Callhome robot tests are failing, fix these tests.

 - instead of envsubst command use python expandvars function,
as envsubst is not installed in sysrepo-netopeer2 docker image
 - store certificates and keys in pem format
