Apply MAVEN_PARAMS in multipatch-build

multipatch-distribution.sh should apply the MAVEN_PARAMS settings
which can be provided via the Jenkins build options. This patch
includes MAVEN_PARAMS in MAVEN_OPTIONS; it also cleans up the variable
declaration.
