CI: Update LF docs jobs to use C8 builder

C7 is getting old and creaky. More and more tox / pre-commit jobs are
failing due to upstream requirements that can no longer be easily met by
C7. As such, we need to start migrating our build tests for LF infra
(docs, global-jjb, packer, etc) to newer build systems.
