Install ODL in tools VM using Puppet provisioner

* Free fixes/updates as the Puppet mod is maintained
* Removes large amount of install complexity
* Provides ODL systemd config
* Better ODL install location
* General in-line docs cleanup in Vagrantfile
* Add files to support Puppet provisioning
* Update gitignore for new auto-gen'd files
