Update git submodules

* Update docs/submodules/genius from branch 'master'
  to 3a824b2d1b74e35fbe734d930efc48305f528417
  - Add mdsalutil-api and tools-api to artifacts

    Downstreams are using properties to declare these versions in
    a consistent manner. Add them to artifacts, so that a consistent
    set of artifacts can be imported into dependencyManagement.
