Remove inactive users from super committers

This cleans up the list, removing the following inactive users:
* Daniel Farrell
* Michael Vorburger
* Sam Hague (whose email address is, additionally, invalid)
* Stephen Kitt (not fully inactive but no longer appropriate for the
  super-committer role)
