Bug 7779: Adding try-catch in hwvtep transactions.

Adding Try-Catch in TransactCommandAggregator
and HwvtepOperationalCommandAggregator , so no single failure
will cause us to stop processing other commands.

Catching specific exceptions instead of a generic Exception.
