Add instructions to enable HTTPS on RESTCONF

Instructions that show how to add SSL over HTTP for a more
secure deployment.  These instructions utilize a self-signed
cert, but can be applied to a real world scenario in which a
cert is provided by a cert provider.

    limit minions we cannot have multiple robot nodes in play at the same

    Bump all nodes to the 2c machines to ensure we are properly limiting
    parallel csit runs.

    There is a race condition between when we query Jenkins for a list
    of in use builds to compare with stacks and when they are actually
    deleted. Shorten that race condition by querying on every stack
    check.

    Hopefully this will reduce the chance that Jenkins deletes a stack
    that is in progress building and has not yet attached to Jenkins.

    the bug was being hit when the ip address of the compute node
    in question matched the substring of the ip address of another
    compute node in the hypervisor list output.

    example:
    10.30.170.5 was matching on 10.30.170.5 -and- 10.30.170.56.

    This patch reworks the monitor so that it can start without a working
    cluster:
    * controller and shard information retrieval is done in the main loop;
    * unknown controllers are displayed using their IP address and port
      (and the “controller” column has its own size);
    * whenever information becomes available (controller name, shards) it
      is added to the working set.
