Do not feature analyze dependencies

Dependency analysis assumes presence of code, which is not the case for
single feature and feature repo artifacts. Disable analysis so as not to
produce useless warnings.

Add dependency declaration checking

Keeping an explicit control over scope=compile dependencies allows
us to catch changes in the overall dependency graph. Add an opt-in
knob which will fail build if a project is found to use undeclared
dependencies, or when it has a dependency it does not use.

Change default description

The blurb in odlparent-lite gets propagated all across the ecosystem,
leading to unhelpful things happening in, for example, karaf shell.
Trim the description down to an opaque thing -- projects should be
overriding it anyway.

Remove javax.inject dependency declaration

javax.inject is an unmaintained jar, which is neither a bundle, nor JPMS

Add support for building on JDK15

Current version of SpotBugs does not work on JDK15, hence disable
it when we detect JDK15 build environment.

Also, maven-bundle-plugin fails in bndlib, as reported in
https://github.com/bndtools/bnd/issues/3903.

Add osgi.annotation dependency

Some downstreams who are making the jump from org.osgi.core to
osgi.core experience annotation processing failures due to
osgi.annotation not being on the class path.

While adding a dependency declaration does not solve the issue,
it gives an easy-enough option to solve the problem without
hard-coding a version.

Bump karaf to 4.3.0

This forces us to deal with jakarta.activation-api, as that is no
longer provided out of the box. We deal with that by providing our
own feature and ditching javax.activation declaration, hence we now
have odl-jakarta-activation-api.

We also upgrade to jackson-2.11.3, which finally puts an end to
all those serialization widgets vulns. Release notes:

The resulting packaging ends up with two versions of servlet-api,

Also org.osgi.core-6 is now osgi.core-7, creating a bit more transition
work than expected.

Discard Guava's transitive dependencies

We do not want to incur 'wrap' feature just because of these deps,
simply because:
- annotations are not needed at runtime
- listenablefuture's content is provided by Guava

We are forming a strong opinion on the latter: ListenableFuture
is always provided by odl-guava.

Add org.osgi.service.component.annotations declaration

When trying to have combined JPMS + OSGi artifact, where both are
used to the full extent we fail to compile.

In order to side-step that, such artifacts need to pull in
component annotations and depend on its derived name.

Add a declarations so downstreams do not need to maintain versions
themselves.

Add com.guicedee/javax.inject

javax.inject/javax.inject is an ancient jar, which is not a bundle,
nor JPMS-enabled. Add a repackaged alternative, which is at least
a proper module.

Suppress JaCoCo in opendaylight-karaf-resources

Our sonar aggregation is running jacoco:report, which unfortunately
explodes on BC's JDK15 classes. We are not testing anything here,
hence just suppress jacoco.

Remove unneeded jacoco report step

report-aggregate actually doesn't do anything useful, as we do not
have any classes in the aggregator. Remove the step to prevent
confusion.

What we intended to do here is actually going to be achieved by
running jacoco:report in sonar jobs during sonar reporting invocation.
