Use URI.create()

We wrap 'new URI(String)' in a try-catch block, which is not really
necessary -- use URI.create(String) to get pretty much the same
behavior (except for the exception thrown).

DO NOT exit on unexpected stack status

Rackspace seems to be returning NULL status lately on some calls to get
the stack status before returning a valid status in the next call. If we
exit the script it will fail the build too soon.

Put the delete event on hold while the previous add/update on
the same key is still in transit.

Delete mcast mac event resumes after we receive the
 response for the previous create.

Bug 7939 : SubnetRoute functionality for bgpvpn broken.

IPs behind Neutron Interfaces are not discoverable for router-associated-to-bgpvpn use-cases.

With this fix we are disallowing creation of subnetRoutes for internal
subnets off neutron routers. More specifically, for just neutron routers,
subnetRoutes won't be published. However, if such subnets are part of a
router that is within a bgpvpn, the subnetroutes feature will continue to
work.

For the PNF review that requires subnetRoutes to be available, the fix
here needs to be further tweaked to make PNF discovery on internal subnets
of a VLAN-network to work.

on external subnet id that external n/w id.

3)L3_GW_MAC_TABLE (Table 19)  replace the external n/w id with external

4)L3_FIB_TABLE (Table21) flow now matched external subnet id  instead of

Non-NAPT to NAPT VM Traffic is getting dropped at Non-NAPT Group level
when router is being associated with private BGP-VPN.

Solution:
===========
When ever Vxlan tunnel got "down" followed by "up" event between Non-NAPT to
Napt Switch happened, Non-Napt group got re-created through tunnel
interface state listener. In this use case is not been properly having the
code logic for if the router with private bgp-vpn configured.

Added the proper code for creating tunnel bucket information for Non-NAPT
groups got re-created during tunnel state changed.

BUG-8388: On egress, filter out SF bound packets

Classifier should not handle packets that are already classified and
bound towards the SFF. For this, we set C1 to 0xFFFFFF on the ACL flow.
Then on beginning of egress pipeline, if C1 does not have that value
we assumed that's a packet bound for the SF and already classified so
it is resubmitteed to dispatcher. Otherwise, C1 is reset to 0 and
handling continues.

Bug 7939,8082: Table 19 flow nightmares

Table 19 flows rules aren't getting recycled appropriately
whenever VMs are moved into a routed subnet and then again
backed off.

The fix here attempts to make sure that Table 19 flow rules
are handled consistently when a subnet moves in/out of a router
and also when a router moves in/out of a bgpvpn.

* It includes changes in the extraroute-rds-map container. Nexthop is
  added as key which is used to retrieve the allocated rd for an extra
  route. This is useful during reboot to know which rd is allocated for
  an extra route and this change avoids re-allocation of rds during reboot.

blueprint-maven-plugin file move made conditional

This makes the move of the generated blueprint XML file conditional,
because we should not unconditionally hard code the move of the
blueprint XML files generated by the blueprint-maven-plugin.

This move from OSGI-INF/blueprint/autowire.xml to
org/opendaylight/blueprint should instead be conditional on the presence
of hand written XML in src/main/resources/org/opendaylight/blueprint
(which, typically, uses the ODL extensions).

This is because it should still be possible to use the @Singleton and
@Inject annotations with the XML generation by blueprint-maven-plugin in
bundles which do not depend on the MDSAL (e.g. in infrautils; I actually
have this case & problem in the real world).

Note that the gen. autowire.xml never uses the ODL extensions (unless we
do more work in the future to generate ODL extensions from annotations;
in which case the move should be made conditional on the XML content
actually containing/sing ODL extensions, not location).

Of course, normal ODL instance will always have the ODL controller mdsal
blueprint integration active.  But e.g. in ITs (e.g. in infrautils) it
seems "silly" to have to depend on the full mdsal JUST to get the
blueprint integration working JUST because we hard-coded and enforced
the move here.

This change has been tested by running a "mvn clean package" on e.g.
genius/interfacemanager/interfacemanager-impl, which is a typical ODL
bundle with a src/main/resources/org/opendaylight/blueprint/*.xml with
xmlns:odl="http://opendaylight.org/xmlns/blueprint/v1.0.0” as well as
some @Singleton in *.java, and verified that in the resulting JAR as
expected there are x2 XML in org/opendaylight/blueprint, namely the
handwritten say interfacemanager.xml as well as the generated
autowire.xml - both with and without this change; so no regressions.
Likewise, IFF there is no src/main/resources/org/opendaylight/blueprint,
then (only) the autowire.xml stays in OSGI-INF/blueprint (that's new,
and the goal of this change).
