Merge "Remove "Milestone" verbiage"

Update release notes main page

Removing irrelevant information about project specifics
on the main page of our release notes. Projects will need
to provide these kinds of details on a per-release basis
going forward. We don't want to carry this stuff forward
every release as it eventually becomes stale and causes
confusion.

Also, updated the expected maven version to 3.5.2+

Remove "Milestone" verbiage

in an effort to keep the term "Milestone" out of our new
documentation around the new release model, just doing a
s/Milestone/Event in one place. Not a big deal, but was

    let's at least have it here.

Show warning header for old branches docs

Warns by displaying a yellow header on top for deprecated branches
docs and red for unsupported. Tested using Chrome device toolbar
for responsiveness.

    OVS2.8 and above communicates with OF 1.4 protocol by default.
    Hello message sent by OVS2.8 will have version set as OF 1.4 without
    bitmap.

    When switch sends hello message without bitmap and the version set is
    higher than the controller supported version, controller will send HELLO
    message with the bitmap containing list of controller supported OF
    versions (OF1.3, OF1.0). Once, ovs receives this HELLO message, it is
    negotiating the higher supported common version available in the bitmap.
    From then on OVS will send openflow messages with version set as 1.3.

    When the HELLO message sent by controller is successful, it should go to
    the post handshake steps, instead of waiting for next HELLO message from
    switch.

    The tox.ini file defines a Coala test env, and the JJB tox job template
    in global-jjb calls all test envs, so the Coala env was failing due to
    missing .coafile. Add a .coafile with sections for linting many of the
    types of files in SFC. All tests except Git commit message linting are
    disabled because there are violations in SFC that cause failures. The
    violations should be fixed and corresponding sections enabled to keep
    them fixed in different commits.

    This copy/paste is done so that the TestableScheduledExecutorService
    coming up in the next change can use this, without introducing a
    dependency from infrautils to yangtools just for this single utility

    The MoreAnswers code is an almost 100% copy/paste from yangtools, but
    with most internal @Beta classes instead kept package local here,
    because I've seen in practical use over the last 2 years that I've never
    used them directly.  Also some final which are unnecessary here (because
    we use Error Prone) have been removed, and one @Var added.

    the Partials sort-cut is just because I find this:

        Partials.newPartial(SomeTestableService.class);

    expresses the intention much more clearly than this:

     Mockito.mock(SomeTestableService.class, MoreAnswers.realOrException());

    localhost will be considered for port status check.

  - OPNFLWPLUG-1009 : Bind ports 6653/6633 on specified address

    When user specifies ip address on config xml, the ports
    should bind on the specified ip address.

    Currently this piece of code was broken and this review
    fixes the same.

  - Fix IPv6 OXMHeader Mask issue for multi-layer

    When programming an OVS flow to set an ipv6_src/dest as
    an action field (i.e., set_field:2001::1->ipv6_src), the
    current implementation is not checking the Mask and is
    including the Mask (even for a full ipv6 address) in the
    OXM header. Because of this, switch is rejecting the flow
    with the following error.

    "decode error: OFPBAC_BAD_SET_MASK. OXM header 0:32768:26:1:32
    includes mask but masked OXMs are not allowed here"

    This patch addresses this issue by checking the prefix and
    including the prefix only if applicable.

Add .readthedocs.yaml for configuration

ReadTheDocs now allows us to configure some global configuration
options via a file in the repo rather than via the WebUI. Let's
do that so that we are managing our config as code too.
