Remove javadoc directory before calling sphinx
Hopefully, this will clean out any lingering javadoc files and thus
cause the build at read the docs to pass even though we once had javadoc
turned on.

Disable javadoc generation
This is a follow-on to
86f036f5b009706a5cf1e0ea61c3aae2f0467f21, which
seems to have not quite fully-disabled javadoc generation.
ReadTheDocs has a build timeout limit of 902 seconds. JavaDoc generation
adds a significant amount of time to our build so disable it until we
have a solution for this otherwise our docs won't get updated on
readthedocs.

Even though PMD / CPD aren't actually used yet, I'm planning to propose
gradually introducing it, and having this already in Q will help not

Introduce ci-requirements.txt
javasphinx is only necessary on ci and most folks generating
documentation won't need to generate the javadocs so only build it if
it's being built by readthedocs.

- will untar all the karaf logs (usually just one) from the tar ball taken
from each controller, and put them flatly in the archives folder as just
log files.
- the files will be prepended with odl${i} string to help identify which
controller it came from in the case of multi controller tests
- the log files are kept as .log format and the nexus archive work will
gzip it.

Update to follow style guide
The Python Style guide recommends the following:
# with overline, for parts
* with overline, for chapters
=, for sections
-, for subsections
^, for subsubsections
", for paragraphs
Update the getting-started-guide and openstack-guide and documentation
guide to use parts and chapters. We should be following this project
structure:
docs/index.rst -> entry point
docs/____-guide/index.rst -> part
docs/____-guide/<chapter>.rst -> chapter
In the ____-guide/index.rst we use the # with overline at the very top
of the file to determine that it is a part and then within each chapter
file we start the document with a section using * with overline to
denote that it's the chapter heading and then everything in the rest of
the chapter should use:
=, for sections
-, for subsections
^, for subsubsections
", for paragraphs

Fix mobile site logo size too large
The mobile site logo appears too large when docs are generated using the
old version of sphinx 1.3.5 that readthedocs uses by default. Force
upgrade sphinx to latest version.

Fix archiving script to trim the end of the log file
Because the console log is still running while we are downloading it to
archive to logs.opendaylight.org it ends abruptly and causes confusion.
This patch trims the log so it will have a natural end to it's log.

This patches robotVM scripts to add support for Longevity Framework.
We need python libraries to interact with elasticsearch node
(elasticsearch, elasticsearch-dsl) and libraries to plot the data
fetched(matplotlib). It also adds an elasticsearch node installation
on the controllerVM.

Redirect expected robot html generation failures
Send robot html generation failures to /dev/null as they are expected
and can confuse those who might be building the project.
Make sed on OS X happy by creating robot htmls in $TMP_ROBOT_DIR and
redirecting sed to $ROBOT_DIR for final copy.

Convert templates to be single-use minions
Convert all the basic auto creation templates to be single-use minions
except for the matrix job template. Not certain what would happen if we
applied this there.

Convert dynamic minions to single use
The private cloud minions come online significantly faster than
previously. We also don't get charged anything for creating a lot of
them, so it makes sense to make them single use so we can avoid a lot of
the re-use issues we seem to be seeing lately.
This change modifies the dynamic minions that releng itself uses as well
as the base templates that most projects are using. It does not affect
all the other jobs out there that are not part of the standard template
sets such as robot or custom jobs.

Keep build artifacts for 14 days only
The deleting artifacts after 5 max is causing confusion to folks. Lets
reconfigure and simplify the log rotation to keeping max 14 days and
removing the extra configurations.
In the future as we continue to migrate jobs to logs.opendaylight.org
that system has a 6 month log retention so we can reduce Jenkins
further as we proceed.
