Remove Packetcable from integration.
Packetcable project in current state is preventing
Integration project to create ODL distribution builds.
Until https://git.opendaylight.org/gerrit/#/c/17222/ is merged,
packetcable features and repositories are commented out.

Cluster sanity test using openflow plugin
The test configures on each node 1 flow. Then it expects to see
these flows on all nodes in both datastores (config, operational).
Pep8 alligned.

* Free fixes/updates as the Puppet mod is maintained
* Removes large amount of install complexity
* Provides ODL systemd config
* Better ODL install location
* General in-line docs cleanup in Vagrantfile

action for updated flows changed
there was conflict between match criteria and dec-mpls-ttl,
now this conflict was solved by not using this tag.
Changes XmlComparator in accordance with PEP8 requirements.

SFC project has changed its feature layout

Notably, odl-sfc-all feature is no more.
This patch makes a wild guess about
