Add ovsdb-daily-openstack-master
This job will be triggered daily, and run the latest devstack-gate
against the latest ODL. In a not too distant future, it should be
tweaked to run against 'stable' Kilo.

Add the lf-networking vagrant overlay
While the information used in this vagrant is extremely reliant on the
networking configuration that The Linux Foundation uses for the build
environments for ODL nothing in it is overtly private. As such, it is
being put in with the rest of the vagrant management for the project so
that LF admins may easily share it and others may have a slightly better
idea of how the environment actually goes together.

Configure Vagrants for both ORD & DFW
We're spinning up the ORD (Chicago) Rackspace cloud and we need to have
an easy way for causing the Vagrant to spin-up on the correct network.
Historically I've done this with modifications to my copy of the
Rackspace dummy box Vagrant file but this modification is more flexible.
Secondary modification is to switch from an rs.flavor of performance1-1
to general1-1 since Rackspace seems to be trying to switch to that
(performance isn't listed in the webUI but the equivalent is general)

Ensure subunit2html.py is installed
devstack-gate requires this and assumes it's installed when the host is
"puppetized." We don't use puppet for the ODL CI, so manually install
this instead.

Reduce tempest tests to a minimal set that is known to work with ODL.
By lowering the bar, we are making an attempt to have ci in the passing
state once again.

Allow ODL variables to be passed into ODL devstack
This allows the configuration variables we setup here to be passed into
the plugin.sh file in the stackforge/networking-odl during devstack-gate

Create Jenkins spin-up scripts
Add in the scripts we're going to start using for Jenkins dynamic slave
spin-ups. This exposes what we're doing to the community (which is good)
but it also allows us to better keep the sandbox and releng silos in
sync with how slaves are started.

Add jjb-templates as a marge path as well
Noticed that several changes that I expected a merge to happen on have
not. Found that while the builder-verify-jjb job triggered on
jjb-templates builder-merge did not. This adds that as another merge
path trigger.

Repool controller & mininet slave nodes
The JClouds pool that the rk-c-el6-{java,mininet} slaves that are used
for doing the controller and mininet slaves during integration lab
testing have been moved to a new pool to better deal with capacity
issues. This updates the integration macro that calls the slaves.
