adding a few tweaks and fixes/workarounds

- looks like the ssh url for gerrit is not working from the releng VMs
  so trying with https now

- the CommandFailed class was broken and it appears to be that there
  was a missing docstring for that class, so self.__doc__ was None
  and doing a return with something None + something else was crashing.
  So, I added a basic docstring there. I know this is code similar to
  another project (e.g. git-review), so I'm not so confident it's
  the right thing, but its working for me. It was noticed because the
  ssh url to gerrit was being rejected so that class was getting
  excercised

- I did a few modifications based on what my IDE told me was good
  python

- I removed one and added one print output to make it more clear
  what's going on (to me, at least)

- fixed one variable naming typo

- defining the ssh URL in a single location

- verbose cmdline arg was overriding VERBOSE to 0 even if it was modified inline

Fix up CSIT such that extra-route is cleared correctly.

Extra routes should be cleared from a router before an
attempt is made to remove subnets which are the
targets of extra-routes from router.

Also it is better to have Should Contain as the last
line of test scripts as any cleanup after a failure of
Should Contain never gets triggered.

bug 6579 removed boilerplate code

removed the boilerplate code from commands moved it to super class
pulled the methods extractUpdated and extractRemoved to super class
child class implements getData and areEqual methods

extractUpdated method compares old data and new data and returns the
change set.
Comparison logic is taken care by the sub class.

extractDeleted gets the deleted keys .
for local ucast mac remove command ,If logical switch is deleted ,
it will return the local ucast macs to be deleted aswell.

logical switch removal is fired in seperate transaction to avoid
failure of transaction because of some local references which odl is not
aware of sometimes due to racing conditions.

if mcast mac locator set gets emptied , fire removal of mcast mac
if the json rpc transaction fails, clear the intransit data from device
info

Remove RBAC rule implementation

RBAC rules were a concept that existed to automatically restrict some endpoints.  However,
they were not terrible useful and not mutable.  The point was to just restrict a
certain subset of endpoints for security purposes (i.e., the IdM endpoints).

This change removes unused concepts and makes a few minor fixes to existing code:
* make local vars final when appropriate
* better logging
* utilize File.separator instead of hardcoding "/"

a recent patch [0] was merged to double check that devstack has brought up the correct
number of hypervisors in the multinode openstack deployments. this patch didn't take
in to account that some jobs (e.g., vtn's openstack job) is doing control and compute
in a single node. this should fix that.

Make system detection script detect gbp for Heat

Our Heat script uses the gbp part of the image name such as "Ubuntu
14.04 - gbp - 20161031-0916" to detect which image spinup script to
initialize. This patch makes removes the os portion of the hostname as
it is not used in Heat instance names.

bug 6579 added dependency queue

Added Dependency Queue which gets processed upon config and op events.
Any object ( mac / port ) whose dependencies are not met gets pushed the
queue with an expiry timeout.

Added the following apis in UnMetDependencyGetter
getInTransitDependencies    returns list of keys in json rpc transaction
which are needed by this object to be processed.
getUnMetConfigDependencies returns list of missing config keys

Added the following apis in HwvtepDeviceInfo
onConfigDataAvailable processes config dependency queue
onOpDataAvailable     processes in transit dependency queue , gets called
after every json rpc transaction is done

Bug 7476: Configure Reachable Time in IPv6 Router Advt

Currently, ODL IPv6 Router does not specify the "Reachable Time" in the
Router Advts. So, Neighbor unreachability detection algorithm in the
hosts use the default value of REACHABLE_TIME (i.e., normally 30 seconds)
which is distributed with a random factor between MIN_RANDOM_FACTOR (.5)
and MAX_RANDOM_FACTOR (1.5).

In this patch, we configure "Reachable Time" to two minutes to reduce the
number of Neighbor Solicitation messages in the tenant network. In a future
patch, we can make this a configurable value.

Bug 7403 : getl3vpn RPC behavioural issues

Following issues are fixed wrt getL3VPN RPC:

1. When fetches all VPNs and none is present, incorrectly shows error. >>
should display success

2. When all VPNs are deleted after being created, and then the RPC is used
to fetch for all VPNs and none is present, shows success by processing
wrongly. >> logic needs to be hardened.

3. when all VPNs are fetched, vlan-provider implicit VPNs should not be
displayed.

4. When specific VPN is fetched, internal VPNs corresponding to routers
should not be displayed.

5. When specific VPN is fetched, vlan-provider implicit VPNs should not be
displayed.

they exist, but at least we now don't link to non-existent docs and do
link to the docs we have.

isKeyPartOfCurrentTx indicates this key is also part of the same tx
isKeyInTransit indicates this key is part of prev tx to device

split autorelease fix-relative-paths step

Currently autorelease-generate-release-patches step contains
both release tag patch generation and fix-relativepaths.sh
script which is missleading.
fix-relativepaths is needed for compilation and is not related
to the release tag patches generation.
Therefore, I separated them.
