Introduce new aggregator-parent POM

Just to avoid having that <skip>true for maven-deploy-plugin and
maven-install-plugin copy/pasted all over ODL for each *-aggregator.

This also makes changes as appropriate to use it in odlparent itself.

The intention is to start shifting to using this in other projects too.

Having a new parent artifact for all aggregators MAY also come in handy
when I start looking in earnest at our JavaDoc generation.

Q & TODO: Some, but not all, of the typical *-aggregator projects also
have a maven-site profile with maven-javadoc-plugin - should we move
that here as well? I'm hesitant because that sometimes has
<inherited>false .. which I'm not very familiar with - it would not do
anything with <inherited>false in a <parent>, would it? So do we include
it in aggregator-parent, but without <inherited>false ?  Or forget about
it and just start with a simple aggregator-parent as is proposed here
for now (and refine JavaDoc related stuff later) ?

Install latest version of git-review

- This was tried on the base image, via packer provision script
  and that patch [0] is still merged, but the resulting minion image
  was broken for some reason and cannot be used.

- The exising version of git-review does not have the --reviewers
  option, but upgrading will allow that. It's needed because the
  same patch [0] is using that option to automatically add reviewers
  to the autoupdate csit patches.

- you can see this is breaking right now [1] which means we are
  not getting accurate jobs in our distribution-test bucket. search
  for the string "unrecognized arguments" in [1]

Remove leader moving ask-based protocol suites

This is a continuation of I47dd074fd50b3965a34c4568b1dbcc9baa292725.

The suites pass sometimes, but they might fail with AskTimeoutException,
which is a known limitation of ask-based protocol.

Also reordered BGP cluster suites,
putting tell-based protocol first to simplify karaf.log reading.

Bug 8415 related: TestBundleDiag API improved

The implicit throws org.awaitility.core.ConditionTimeoutException and
java.lang.AssertionError were not great.. an AssertionError is special,
and more importantly Awaitility's ConditionTimeoutException is an
implementation detail.

Awaitility is actually bundled as a private OSGi embedded JAR-in-JAR,
which is a bit like shaded fat über JARs with relocation in non-OSGi
Java built by the maven-shade-plugin or maven-assembly-plugin; so it was
wrong to throw an exception from it to a consumer of this utility.

Therefore, this introduces a new SystemStateFailureException instead.

Give some life to AAA CSIT suite

I have no idea if/how/when this suite and it's library ever
worked. I am not trying to do anything here but make it work.
Locally, these changes give 13 pass, 4 failures. I think the
4 failures may be valid bugs, and will follow up with that.
Currently, upstream this suite is failing every test case and
has for as long as I know.

The python AAAJsonUtils.py library is not used by any other
suites so the changes will not affect anyone else.

Again, I was not looking to be pretty/nice/refactor/etc. I
just wanted to see this stuff start to work.

Backup-Restore support library + tests

The purpose of this library is to support the generic verification
of feature correctness in backup + restore scenarios.

A library is correct from a backup+restore standpoint when,
at any provisioning point, a controller backup, followed by
a restore, can be performed, and the execution of that
procedure will not have any impact on traffic tests or
datastore state check in respect to the expected behaviour
when no backup + restore procedures are performed.

For doing so, the library provides:

- A new keyword (BackupRestoreCheck), which:
  1) Performs a complete datastore export (using Daexim export rpc)
  2) Performs a backup, then a restore (not actual script here,
     since backup&restore mechanisms are deployment - dependant; a
     placeholder is provided for this step)
  3) Performs a new datastore export
  4) Compares both config & operational datastores for differences
     (that is, pre-backup and post-restore exports for both datastores),
     optionally prefiltering those exports using pre-filter files
  5) Fails when pre-backup and post-restore exports are different
     even after removing the specified filtered parts

- A new keyword (ConditionalBackupRestoreCheck), which performs
  the same steps than BackupRestoreCheck only when a command-line flag
  ("-v BR_TESTING_ENABLED:true") is present. This allows to easily
  add backup-restore verification on existing tests, allowing to
  toggle the execution of that verification

- Some unit tests for the library

jsonpatch library (https://pypi.python.org/pypi/jsonpatch) is expected to
be installed in order for this library to work

Filter and reorder clustering suites

Prefix-based shards always use tell-based protocol,
so remove suites which test them with ask-based global configuration.

Ask-based protocol is known to produce AskTimeoutException
when isolating a member when transactions are in flight.
Singleton and Rpc tests are kept in for now,
will update when developers confirm
ask-based protocol is unreliable there too.

Otherwise make order correspond to the report document.

IMdsalApiManager API simplification

Having two installFlow/removeFlow, one returning void and the other
returning CheckedFuture, is completely pointless - they do the same
thing!  The void one is NOT synchronous / blocking anyway (it internally
does NOT wait with a get() on the CheckedFuture) - so simplify.

This change, coincidentally, is fully backward API compatible.  Callers
are free to ignore the new CheckedFuture returned - that's what the code
today already does anyway (in the implementation).

PS: This is the first step of perhaps more IMdsalApiManager API
simplifications to come (e.g. re. having variants taking BigInteger dpId
arguments, given that FlowEntity already has a dpId (only Flow does
not).

Add fail if leader's election take much time

After the leader isolation, remaining nodes elect new leader.
If new leader election verification takes more time than
transaction timout, the suite will not be able to test
a case with cluster healing within transaction timeout. In this case
a fail is added.

Bug 8074 - actor name [test-device] is not unique!

When creating a new actor with same name as an old one, it might fail
becuase old actor might not be completely gone at this point.

This creates a slaveActor which will never be closed, but instead
every time that mountpoint is closed or master is changed, it would
update NetconfNodeActor data and keep the same actor.

Only time that actor is closed is when node was deleted. Or slave
became a master

The name of the actor is removed - letting akka to handle that -
log the akka created name.

bug 7985 Using UncaughtExceptionHandler in TransactionInvokerImpl

when a particular transaction command fails , it is killing the only
worker processing the transaction commands queue.

when the exection is caught log the exception and resubmit the worker

if 10 commands are to be exectuded
while executing 5th command some exception happens
then the execution resumes from 6th command ignoring the 5th command.

Again if 6th command also fails because of some exception,
then execution resumes from 7th command onwards that way it wont result in
infinite loops.

This patch does not try to address transaction failures, only addressing any
exceptions in the commands.

for transaction chain failures, let us say all 10 commands are executed
successfully and submitted to transaction chain, now we wait for
success/failure of each such transaction asynchronously.
Now our pending tx list reads as 1,2,3,4,5,6,7,8,9,10

we may get success response for 1,2,3,6,7 and failure for 5th.
Then pending tx list reads as 4,5,8,9,10.

then the transactions will resume from 8th onwards. Note 4th is not resumed.
This behavior may not be desired as we are trying to resubmit 8th one which
already got executed.
If the transactions are idempotent then it should not be an issue at all to
reexecute the succeded ones.
Now if the 8th transaction is about deleting an entry ,
in its previous run it already deleted it, so this run will fail.

Now for the 4th one we may get a success callback or failure callback.
If we get failure callback , then again 8,9,10 will be reexecuted.

This patch is not addressing this scenario , can be taken up in later
patches with the right design.

Note the difference between command execution and transaction result.
This patch is addressing exceptions in command execution.

javax.inject dependencyManagement <optional>true

Because at production run-time in Karaf we do not actually need these
annotations - they are only consumed by the blueprint-maven-plugin to
generate XML.  (In component tests with Guice we do need them at
runtime, but then infrautils.inject.guice.testutils enforces
<optional>false via c/56724.)

Thanks to FELIX-2809, resolution:=optional actually gets added to the
OSGi MANIFEST.MF by the maven-bundle-plugin if in the POM a dependency
is marked as <optional>true.

NB that even though javax.inject.Inject & Co. have
@Retention(RetentionPolicy.RUNTIME), this does work - because in Java
annotations can be absent at runtime when loading classes (contrary to
other linked classes; annotations are handled specially, see JLS).

This should be safe & backwards compatible to change, because it just
means we don't have to have javax.inject at runtime anymore, but for
those existing features which include a wrap:mvn:javax.inject already,
it normally should not cause any disruption either.

bug 7599 improving perf of ucast mac learning

when the device is connected all its macs are learnt in one update.
node.merge is called for each local ucast and remote ucast mac.
Now it is called only once.

when a mac update comes its physical locator need not be part of the
same update. If the locator is not available in the same update get
it from the cache ( which got filled from previous locators update msg).
