Fix failing LockManagerTest (NoClassDefFoundError)

The LockManagerTest is currently failing on clean master with:
java.lang.NoClassDefFoundError:
org/opendaylight/controller/md/sal/binding/impl/BindingToNormalizedNodeCodec

The cause of this problem is that genius.testutils has a dependency to
sal-binding-broker-impl's attached <type>test-jar, only - but not the
main artifact (where BindingToNormalizedNodeCodec is).

It's easy to fix like this - but I don't really understand, and don't
have time to further investigate, how this could have suddenly broken...
presumably someone changed a dependency in some POM in controller or
somewhere which had this as a side effect. Be that as it may - it works
again now with this change.

Create mininet image with OVS 2.6.1

Netvirt L2GW CSIT needs OVS 2.6.1 to get newer
version (1.6.0) of the hardware_vtep schema.

This newer version is needed so that we can set
the replication_mode of the logical switch to
"source_node", so that BUM pkts will be replicated
by the HWVTEP (or HWVTEP emulator, in CSIT tests).

I have tested HWVTEP csit with OVS 2.6.1 in sandbox.
Here is a link to those runs, build 28 is where
the test run starts with successful upgrade
to OVS 2.6.1.

There are 8 failures, in the BGP VPN test suite,
but they are not due to this patch. These tests
fail because quagga bgp was not in the image.

Add pkg support for Karaf 4 not having codenames

Karaf 3 distros had codenames our version parsing logic expected to be
able to extract. Starting with Nitrogen there are no codenames.

Also note that starting Carbon SR1 we dropped SR versions in codenames,
but the logic already happened to handle this.

Support Karaf 3 and Karaf 4 distro prefixes

Karaf 3 used distribution-karaf, Karaf 4 uses karaf. Modify RPM building
logic to support both.

Karaf 4 snapshot builds should work after this change, but Karaf 4
autorelease builds still fail as they don't have the expected codename
tarball version component.

There's no set() for the pendingWrTransaction, so it's.. completely
pointless - and that retry loop in BgpConfigurationManager's
createStaleFibMap() could never have worked anyway, as
BgpUtil.getGetPendingWrTransaction() == 0, always.

Remove DataStoreJobCoordinator enqueueJob(AbstractDataStoreJob job)

because when we moved genius.DJC to infrautils.JC we had concluded that
this method does not need to be exposes publicly, and (at the time) was
only used in 1 place (netvirt vpnmanager), which was adjusted in
https://git.opendaylight.org/gerrit/#/c/60264/.

Removing this method now makes it a bit easier to in the future either
try making genius.DJC delegate to infrautils.JC to avoid having this
code twice in the code base (which would require both of their API's to
be identical, o proposing to remove this method) or directly removing
it.

Bug 8860: NPE in getElanTag from SubnetmapChangeListener

The exception is genuine, but in order to enable tightening
of exception throws in netvirt, we are logging this
exception gracefully via this fix.

The real reason why this exception occurs can be ascertained
only the context information available when this issue happens
again in any upstream job.

The bug itself does not have link to logs that have this
exception thrown, for any postmortem/analysis.

Bug 9030 - port and port security groups cannot be null

The error logs are written when the port has no security groups. It is
perfectly fine for a port to not have security groups and hence lowering
the log level to info.

Removed the uneccsary null check of security groups while bind service
is called.

Bug 9027: Perform reboot before unstable suites

It is hard to replicate Bug 9027 on Sandbox with debug logs.
The simplifierd jobs usually pass,
complete job frequently encounters a failure different from Bug 9027.
Overall that looks like an unstable test.

This change will perform hard reboot before such an unstable suite,
hoping to make the results more reliable.
At the end of the job, some suites are repeated without reboots,
so the job still tracks the unstable failures, to be debugged later.

In some scenarios such as unexpected loss of voting members in a
geo-distributed cluster the cluster-admin RPC
change-member-voting-states-for-all-shards should be executed to convert
the member to voting. This RPC needs to execute regardless of if there
is a leader so we should avoid using the dynamicAuthorization via MD-SAL

Bug 9034: LockManager cancel() ReadWriteTransaction if it's not submit()

Based on Robert's analysis, this change will not fix Bug 9034, because
that's due to a leaked TransactionChain (not the ReadWriteTransaction
being fixed here) - but this could well introduce ANOTHER memory leak
in mdsal, so we should get this in nevertheless ASAP.

The RPM specfile logic requires a tarball, but this allows us to accept
links to zip distros and repackage them as tarballs.

This fix enables ACL to permit Broadcast Traffic (Both IP and Non IP).

Related to IP Broadcast, Subnet-Directed Broadcast and All-Subnet
Broadcast traffic on the same network is being allowed subject to one of
the conditions specified below is met:
  (a) The ports that want to communicate share the same
      remote-secuirty-group
  (b) The ports that want to communicate allow the other port's IP Address
      in remote-ip-prefix
  (c) The ports that want to communicate have securiyt0group with
      remote-ip-prefix of 0.0.0.0/0.

IP Broadcast flows configured in VM Ingress ACL table (table 241) is as

- Updated to add flows in 211/241 for Non-IP broadcast traffic
- Updated to add ARP/IP/IPv6 default drop flows with lower priority than
   respective flows and higher priority than non-ip broadcast flow
- New yang definition introduced in ACL for higher modules (Neutron VPN
   in our case) to pass broadcast CIDRs when ACL Interface is created
- NeutronVpn is updated to pass subnet CIDRs when ACL Interface is
   created

Always use current datetime in pkg changelogs

Don't accept a changelog_date param in packaging build logic. Instead,
always automatically find the current datetime and format it
appropriately based on package type.

Now that we're typically building from CI, and not supporting static
builds defined in var files, there's no valid usecase for using a
changelog datetime other than the current datetime. Keeping it just
adds complexity.

Also extract datetime formatting logic to a helper function.

Remove unused NatNodeEventListener

This listener does not have anything else other than debug statements.
This was seen while analyzing the delay in programming default flows
when switches are connected in scaled scenario. While trying to optimize
the number of listeners and heavy operations being done in listener
thread, this came to notice. There is no heavy operation here, but if
the listener is of no use, let us avoid one unnecessary registration.

Update RPM spec file to use `java_version`

`java_version` variable is used by deb to provide java version required
as dependency for ODL package. This patch update RPM build logic as well
as spec file to use the variable `java_version` instead of hard coded
value.

Change `rpm_release` to `pkg_version`

The RPM build logic uses a var called rpm_version The deb uses a more
generic name, pkg_version. Changing `rpm_release` to `pkg_version` makes
it easier to have consistent names.

Refactor snapshot url fetch logic

The logic to build snapshots is a key difference between rpm and deb
pipeline. `build_rpm_snapshot()` is essentially snapshot url fetch logic
plus `build_rpm()`, refactoring this logic makes it simple to add
snapshot build feature to deb pipeline.

BUG 9014: Remove unnecessary Log statements for evpn/subnetroute

1.Modified error logs to debug logs in necessary places
from evpn rt2 code, especially which hits for non-evpn scenarios.

2. This cannot find portOp Error was earlier relevant
where race conditions existed between interface-state
event southbound and subnet-port openstack configuraiton from
northbound. Later we divided handling the subnetroute
creation into two batches to address the race condition
properly in [1].

As a result with [1] being merged, the error statement for
portOp is not required anymore and so this fix removes that
error statement.
