Use only lowercase in filenames

We should avoid using uppercase filenames when possible as some of our
developers use OSes that have case insensitive filenames which can mess
up their file systems.

Split bgp csit definitions to separate files

CSIT files for ingest and throughpcep jobs
contained multiple segments, but the additional segments
are notorious for not getting updated when new branch is cut.

This time, the throughpcep was updated,
but the two ingest-mixed segments were not.

Added FIXMEs on how to unify similar definitions in future.

vxlan_tool was checking only two bytes of the mac

When opening a raw sockets, the forwarded packets are also consumed. Therefore
we need a way to drop the generated packets so that they are not processed
again. The way to do this was by compating the interface's mac address and the
destination mac address of the packet, however, the comparison only checked
two bytes and thus there were situations in which the tool misbehaved. This
patch compares all the bytes of the mac

Bug 9181: Code changes for conflicting modifications exceptions of table=19

Table=19 conflicting modification exception is seen when Router Interface
VRF entry is being created and VM is being booted at the same time.
This creates a race condition where same flow identity for table=19 is
being written into inventory configDS.

Fix:
Synchronization is being done over VpnInstance to avoid two threads trying
to write the same flow at same time.

Solution:

Whenever NAPT switch over happens DS odl-nat:napt-switches will get update
with newly elected NAPT switch ID for particular router. If there is an
update in DS CentralizedSwitchChangeListener will get triggered and
re-install the L3_GW_MAC_TABLE (19) and ARP_RESPONDER_TABLE (81) flows. As
part of doing this we were used single write transaction object for both
DELETE and ADD. This is the root cause of this throwing conflict
modification exceptions. Now we have created separate write transaction
object for ADD and DELETE.

Decrease -Xmx in autorelease to make room for SFT

Since increasing SFT heap limit to 4 GB,
10 GB for Maven is not leaving enough free Linux RAM.

As the SFT increase was by 2 GB,
decreasing maven to 8GB should definitely work for SFT.

Fix L2GW CSIT

When SFC was added to NetVirt CSIT, L2GW CSIT stopped
working.

SFC installs python-neutronclient, and ends up getting
6.5.0. This somehow breaks L2GW CSIT, with error
that l2-gateway-xxx commands are not recognized.

Installing python-neutronclient 6.1.0 after installing
networking-l2gw and networking-sfc will get the L2GW
CSIT passing again.

But, L2GW CSIT should work with python-neutronclient
6.5.0, it does on my local setup. So, it would
appear some other python dependency is in play
here, just not sure what it is yet. Jamo, any
ideas?

Follow-up from discussions with Jamo (thanks!):
Robot runs in separate VM, and not on one of the
devstack nodes. So, the Openstack/Neutron CLI
python modules are loaded separately on the
robot vm, and CLI commands are executed on the
robot vm, instead of sshing to the devstack node.

This will work for now, but one alternative would
be to do a git clone of the source for the branch
under test, and install from there, instead
of hardcoding install.

Update milestone readouts to new scheme

In the new scheme, we are condensing milestones from 6 to 5.
We are removing the Draft Release Plan milestone.

The new milestone readout scheme is as follows:
M0 - Declare Intent
M1 - Final Release Plan
M2 - Functionality Freeze
M3 - API Freeze
M4 - Code Freeze

Use the ..include directive to generate the milestone readout file

Use Executors.newSingleThreadExecutor in AsyncDataTreeChangeListenerBase

as well as the same in AsyncClusteredDataTreeChangeListenerBase

instead of their current use of ThreadPoolExecutor, which [AFAIK...] is
pointless here now, since we switched it (a long time ago) to always be
of fixed size 1 only, for some reason?

This is JUST a clean-up, to make this class more easy to understand.
This should (AFAIK) NOT change anything in its behaviour, so safe.

This is also to align it with e.g.
https://git.opendaylight.org/gerrit/#/c/63505/ (and perhaps more changed
like that to come) - seeing the exact same ExecutorService used in both
IMHO makes it clearer how similar this old and that new async DTCL are.

NB: This is Executors from infrautils not java.util.concurrent, but
that's just a wrapper that deals with the setUncaughtExceptionHandler
etc.

ManagedTransactionRunner utility to help close transactions

inspired by
https://git.opendaylight.org/gerrit/#/q/topic:transaction-helper, but:

  (1) instead of the cancel-if-lambda-didn't-submit design, forbid
lambda from doing submit() or cancel(), and instead let new transaction
utility do that.  This is better because it already opens the door for
non-single transactions in the future (see upcoming next chained change)

  (2) allow lambda to throw checked exceptions (see CheckedConsumer),
which will, obviously, lead to the Transaction to be canceled. This is
important as it helps avoid errors where using code forget this.

TODO: Make all places which topic:transaction-helper converted to using
TransactionHelper use this change's ManagedNewTransactionRunner instead.

neutron.tests.tempest.scenario.test_floatingip.FloatingIpSameNetwork.test_east_west
fails

Set the in_port to zero in NAPT_PFIB table. This prevents the packet
drop in NAPT switch when the packet originating from tunnel is send back
to the same tunnel after DNAT to a Non Napt Switch.

The test[1](FloatingIpSameNetwork) verifies the traffic between a vm
with NFIP and vm with FIP with same internal n/w. The test now fails if
the NFIP vm and FIP vm happens to be in the same non NAPT switch.

Static analysis complains that the current implementation of
mostSignificantBit() overflows int; that’s actually not the case, but
we can rewrite it more efficiently using Integer.numberOfLeadingZeros
anyway (with a unit test to ensure that the behaviour doesn’t
change).

loadStart and loadEnd can be converted to static constants.

Use shared executor for listeners

Each DataTreeChangeListener creates its own fixed thread pool
with 5-10 threads. A fixed thread pool prefers creating threads
over queueing and reusing an idle thread so each listener pool
will eventually create all its thread which will not be reclaimed
until the pool is shutdown. This can lead to a lot of idle
threads during normal periods of inactivity across all the
listeners.

It would be nore efficient to share a thread pool across all
the listeners since data change notifications should be relatively
infrequent. Also I think a cached thread pool which automatically
reclaims idle threads after a period of inactivity would be more
conducive than a fixed thread pool. Also using a bounded queue
would protect against potential memory exhaustion should there be
a heavy burst and/or possible long-lived tasks.
