Quote param values to force them to be strings
A similar change was done previously in:

this is only a problem in jjb versions < 2.9 I think. the jjb-deploy
job is using 2.8. Latest versions are 3.x, as far as I know, so 2.8
might be a little old at this point.

Fix AR version bump job to work with jdk8/11
Going forward with Mg/AL releases will support only JDK11, so modify the version bump job
to support both jdk8/11 to work with existing (neon, sodium) and new releases (mg, al).

- add robot options to use more mem resources on
both the controller and testtool sim VM
- passes juniper schema variable which works in
conjunction with https://git.opendaylight.org/gerrit/c/integration/test/+/87517

Quote param values to force them to be strings
The jjb-deploy gerrit keyword that triggers the builder-jjb-deploy-job
is failing when passing a CSIT job as an argument. It was working with
another non-csit job (I tried a mvn-merge job). After some debugging,
I saw that some python lib (ElementTree.py) was throwing an exception
because a value was seen as an Int and not a string. It turned out to
be coming from our vm_x_count parameter in our csit templates. From
what I can tell, everything is now a string for those. My only guess
to why this used to work before is that some lib version has changed
and now more strict.

Use javadoc:aggragate-no-fork in OFP jobs
We are using javadoc-plugin-3.1.1, which has a aggregate-no-fork
goal. Use this goal to skip rebuild of the workspace, which otherwise
occurs.

Split AAA CSIT for neon
token auth is gone since neon so we need a way to
run the token auth csit only for neon. this works
with https://git.opendaylight.org/gerrit/c/integration/test/+/87120

Run Neon autorelease weekly
the final neon SR3 is released and no more releases
are planned. We need to keep the job around until
Magnesium is released as we are still obliged to
support Neon for security fixes until then
