Add WUKS to karaf console ssh connections

sometimes the initial ssh connection to the karaf shell fails.
This will retry ~4 times over 16s which is hopefully good
enough

Bug 9027: Perform reboot before unstable suites

It is hard to replicate Bug 9027 on Sandbox with debug logs.
The simplifierd jobs usually pass,
complete job frequently encounters a failure different from Bug 9027.
Overall that looks like an unstable test.

This change will perform hard reboot before such an unstable suite,
hoping to make the results more reliable.
At the end of the job, some suites are repeated without reboots,
so the job still tracks the unstable failures, to be debugged later.

Fixes for L2GW Netvirt CSIT

Increase the L2GW VM boot time from 30 secs
to 60 secs. Debugging console log indicates that
only 1 DHCP request went out, and the test script
did not wait long enough for a response.

Disable BGP VPN test suite until we get an image
built that includes Quagga BGP.

Note: My sandbox testing includes cherry-pick patch from Jamo,
still under review:

enable DEBUG logs for genius MDSALManager

in order to get more info on bug 8859 we will enable DEBUG
loggign in suite setup and disable in suite teardown. This
bug is infrequent so we need to have more info in our logs
the next time it comes

Print req/res details if failure happenes

When non 2XX http status code is returrned, the request/response
details are logged with INFO level always. Until now they were
printed only if --debug used for the script run.

No more Content-Type for DELETE request header

According to [1], neutron can not accept DELETE request with
body. And according to [2], the way to solve is do not
add 'Content-Type' in header while sending DELETE request.

Change mask of OpenFlow flow 8 xml

As OVS treats ff:ff:ff:ff:ff:ff as no mask, when OpenFlowPlugin gets
statistics from OVS it do not receive any mask and then comparison
checks in CSIT tests are failing due to this, but it is correct
behaviour.

Tweak tempest timeouts

seems that in a busy environment our tempest.api suite is
taking slightly longer than 10m to complete (12-13m in one
case) but the tests are passing. Robot marks it as a failure
because of the 10m timeout.

also, make the default 7m which is long enough to cover
the tempest.scenario tests, just for the case that there
is trouble and we don't have to wait 10m for each scenario
test to timeout.

Poll for 3m for VM ips and grab more debugs

The recent optimization of our openstackoperations lib
has made some of our test steps execute much faster which
means our steps to create VMs and grab their ip addresses
are timing out before the setup is cleaned from earlier
tests such that new VMs are ready. 3m seems to be a safe
bet.

for an issue that is already fixed.
On the other hand, prefix shard creation is not notified abou that,
so it is easiest to just the original prefix.

Bug 8629: Do not remove replica in listener suites

Current Carbon implementation of cluster-wide listener
relies on local replica being available.
When the replica is shut down (or otherwise deactivated),
listener stops getting data change notifications.

This makes the suite perform explicit leader movement,
so every member still has its local replica.
As we can now control which member becomes new leader,
there is one more test case.

Also, the suite was renamed to better match what happens during test.

OpenstackOperations: fixes due to openstack CLI

Due to migration to Openstack CLI in OpenStackOperations.robot and
DevstackUtils.robot, introduced in the following commit
02eb3418af8de2831ad8a5aa1d119746fffd1bac ("Migrate to Openstack CLI"),
appropriate fix is needed for  "openstack security group rule create"
command and formatted output is needed for "openstack router list",
"openstack port list" commands.

Fix Mininet Start multiple connections

With latest mininet VM changes Ubuntu 16.04 OVS 2.5.2
it is not possible to start mininet with no controller
and OVS options at the same time.

In this patch we get rid of unnecessary OVS options.

Change longevity job duration from 24h to 23h

It is because releng contains a script which may kill VMs with a day
granularity.

Make an output of "openstack router create" formatted, it makes test,
which are using OpenStackOperations.robot, more stable.

IPv6: refactor 01_basic_vpnservice.robot

Unify variables names and move some of them to netvirt/Variables.robot
lib for reusing it in future Ipv6 L3VPN basic tests.

Move some keywords and checks to OpenStackOperations.robot and
VpnOperations.robot libs as well, for having an ability to reuse it
future IPv6 L3VPN basic tests.

netvirt: fix for openstack router set command

Due to migration to Openstack CLI in OpenStackOperations.robot and
DevstackUtils.robot, introduced in the following commit

appropriate fixes are needed for ${RT_OPTIONS} and ${RT_CLEAR}
variables, which are holding arguments of "openstack router set"
command.
