Stop triggering on draft contributions to Integration
As Sandbox allows to create jobs against changes under review,
it is not essential to run verify jobs on every patch set.
This change makes it so only non-drafts are verified automatically;
so that users interested in Sandbox testing only
have a way to avoid resource consumption on main Releng silo.
Drafts can still be verified using "recheck" and "reverify" comments.

Activate JDK8 for coretutorials

Rework of streams/branches logic
This patch changes jobs names with 'master' to 'beryllium' and uses the
release stream as the job name and maps to the correct branch via the
branch setting in each job.
BRANCHES are no more, new segment of config file will look like this:
STREAMS:
- beryllium:
branch: master
jdks: openjdk8
- stable-lithium:
branch: stable/lithium
jdks: openjdk7,openjdk8
- stable-helium:
branch: stable/helium
jdks: openjdk7
Also rename integration job template patterns as follows:
csit-verify ==> csit-verify-1node
csit-1node-cds ==> csit-1node
csit-periodic-1node-cds ==> csit-1node-periodic
csit-3node-cds ==> csit-3node

Add ofextensions/circuitsw project macro
This patch adds in the needed macro for the ofextensions/circuitsw
project.
Since '/' is a reserved character in Jenkins names (due to directory
structure lay down) we're going to need to create some extra variables
in our higher level scripts to handle META project namespaces.
In particular, we'll need to do appropriate mapping between - and /
This is mostly an issue for the git repo that is pulled.

Revert controller verify jobs back to templates
With commit
271b9afae we used custom verify jobs to support disabling
JDK8 for helium branches but now that JJB supports custom per branch JDK
definitions we no longer need to use custom verify jobs. This patch
reverts controller back to use the verify templates.

Remove source:jar and javadoc:jar from goals
With the merge of https://git.opendaylight.org/gerrit/23905/
there is no longer a need for JJB to explicitly run source:jar
and javadoc:jar as odlparent will force all projects to build
these.

Update the SELinux permissions for OVS
The SELinux port addition for OVS was missing an attribute and we
weren't seeing the reported error because of when and how the jenkins
spin-up scripts run. This fixes that
In addition, we take openvswitch into full SELinux permissive mode to
get around the fact that current SELinux policy does not allow it to
network connect to another system, even when connecting on an
openvswitch_port_t defined port.

Remove tox from system level
Now that all projects are using tox from virtualenv there is no need to
install tox at the system level.

Use virtualenv to install tox
Allows us to use a newer version of tox and pull things more easily from
pypi.
