Fixed building of models, moved code into directory structure.

Moved existing code into protocol_plugin.packetcable because:
1)  It turns out that maven was grumbly about having a child
project for the models that wasn't off of a pom project.
2)  It just makes for cleaner organization.
3)  Added a packetcable-models containing the models
found in md-sal, but in a project that will build
to java classes.
