Increase sleep in distribution offline job

Running locally on TRACE level (no featuresBoot),
it took around 8 seconds for Karaf to start listening on port 8101.
Note that ODL feature repositories in system/ are still scanned during this phase.

Previous 10 second sleep may be not enough for new VMs
in combination with autorelease builds.
30 seconds should be safely enough.

Migrate autorelease docs to restructured text

Originally docs hosted in autorelease project in Maven site. Migrating
to restructuredtext. Moving to docs because autorelease itself is also
an aggregator repo thus could cause an infinite cloning loop when
building docs.

BUG-6027: merge upstream realname fix

This patch syncs the startup scripts with Karaf 3.0.6 and adds the
upstream fix to handle symlinks (see
https://git-wip-us.apache.org/repos/asf?p=karaf.git;a=commit;h=5bbaf71814df514b112cbe8cd73ba57fefdc869f
for details).

Once we upgrade to a version of Karaf which includes this fix, then
client, shell, start, status and stop should be deleted.

Do not run CPD on anything in target/generated-sources

From layering perspective odlparent does not know anything
about mdsal, hence it must not make any special handling
for its behavior.

What it can do is to say that we simply do not CPD any
source that is generated -- which is actually the correct
thing to do.

Topoprocessing - Rework the output requesting mechanism

* This change proposes a unified approach to assert receiving a full
output topology. It consists of a simple Wait Until Keyword Succeeds
call, that postpones the actual content of test cases until a full
output topology has been retrieved from the restconf.

* This also removes the redundant definitions of Overlay Topology URL
into one variable.

- only create, merge, replace and insert operations require value to be present
- if value is not present with create, merge, replace or insert operation
then error 400 is returned

- deleting sublist values instead of full parent
- support for multiple values

Split OVSDB IT into 4 targets

The 4 targets are:
1. build OVSDB
2. southbound-it
3. library-it
4. hwvtepsouthbound-it

For each OVS version (2.4.0, 2.5.0):
run 2-4 above.

For now, removed OVS 2.3.3, as there is a packaging
issue in the Docker 2.3.3 image that is causing
an error starting the HWVTEP emulator.

Bug 6278: Copy karaf-parent from controller to odlparent

As discussed in the MD-SAL call, there is an architectural need to move
karaf-parent from the controller project to the odlparent project.  This
is particularly useful for karaf upgrades, since right now a bump in karaf
version within odlparent requires a rebuild of controller to reflect the
change in karaf-parent, and our build jobs are not set up to support such
a process.

The move process will be handled in multiple steps:

1) Copy karaf-parent, karaf-branding and opendaylight-karaf-resources to
odlparent.  All three of these should belong in odlparent.  All three must
be moved since karaf-parent depends on the latter two artifacts.  Since
controller depends on odlparent (and not the other way around), they must
be moved upstream to odlparent.  [THIS PATCH]

2) Have controller's karaf-parent derive from odlparent's karaf-parent.
This preserves the ability for downstream consumers to derive from the
controller karaf-parent in the interim, while allowing changes to odlparent's
karaf-parent to be recognized since controller does not need to be rebuilt.

This also involves removing karaf-branding and opendaylight-karaf-resources
from the controller project, since they are no longer needed.  There are two
consumers that need to be patched:

3) Change all downstream projects to utilize odlparent's karaf-parent.  This
is future work and will be done in several patches.

4) Remove controller's karaf-parent once we feel all downstream consumers
are using the odlparent's karaf-parent.

Switch opflex-verify job to a freestyle job

We'd like to remove the matrix node from Jenkins so migrating projects
off of the matrix job type is necessary. Since opflex doesn't build
against multiple jdks we can simplify the job a bit by removing the jdks
configuration.

Also switches opflex archiving to using logs.opendaylight.org via the
archive-build macro.

Also cleanup jdks and axis in files where they are unused and
unnecessary.

Migrate lispflowmapping matrix-verify jobs to freestyle-verify jobs

This patch will:

* Delete the existing {project-name}-verify-{stream} jobs
* Create new jobs {project-name}-verify-{stream}-{maven}-{jdk} jobs

This work is related to our infra changes mentioned on the mailing list
(see below for link). We'd like to migrate jobs away from using the
matrix type jobs and convert them to freestyle jobs as the matrix system
occassionally causes us build issues especially with larger queue sizes.
