Switch bgpcep/phosphorus jobs structure
BGPCEP has become a release-integrated project in Phosphorus, hence its
job names should not follow SimRel names but rather normal versions.
Also remove corresponding distcheck jobs, as they will now always fail.

Adjust netvirt jobs
netvirt is a self-managed project, hence it should not be following
SimRel stream name for master. Also there is no stable/silicon, so
remove those jobs. As a final adjustment, bring down the size of
build node to 4c/4g.

Remove packer jobs for Ubuntu 18.04 OVS 25, 26
OVS 25 & 26 are no longer supported for ODL. The only
supported version as decided by the community is going
to be on Ubuntu 18.04, OVS 28.
Remove the packer jobs and templates for Ubuntu 18.04
OVS 25, 26.

Remove Ubuntu 18.04 ovs 2.5 config
As discussed on the mailing lists ODL no longer requires
multiple versions of ovs. The only supported image is
going to be ovs 2.8

Replace odl-restconf-noauth feature with odl-restconf for bgpclustering jobs
The odl-restconf-noauth feature was removed in 2019, and karaf boot process
just ignores non-existing feature since that time. This change replaces
odl-restconf-noauth feature with a odl-restconf, which should provide
everything needed for test scenarios.

fatal: run_command returned non-zero status for global-jjb
Remove workaround that has been resolved in v1.28 and use
lf-activate-venv to install git-review

Update prettier pre-commit to ignore stage error
Set stages to 'commit' to overide the default_stages.
This fixes the issue seen while using git-commmit:
[error] No matching files. Patterns: .git/COMMIT_EDITMSG
