Bug9016:Using Single Transaction during NAPT SwitchOver

Problem Description:
====================
When NAPT Switch over happens, multiple transactions were made to remove
SNAT related flows from Primary NAPT switch and reinstalling flow on new
NAPT elected switch.

Optimization needs to be done to make use of single transaction taking
care of removing all SNAT related flows from old NAPT and another single
transaction for installing SNAT flows on new NAPT switch.

Solution:
==========
Used one write transaction object for used to remove all NAPT related
flows from old NAPT switch during NAPT switch over happened. Used other
write transaction object for installing all NAPT related flows on newly
elected NAPT switch. This will reduce the number of transaction object
were used during NAPT switch over happens as well as installing SNAT
related flows during first time as well.

Note:
=====
Have removed ExternalNetworkListener.java class. Since this class was
taken care for installing NAT default flow L3_FIB_TABLE(21)
PSNAT_TABLE(26) on all NAT switches. This same logic was already
implemented in ExternalRoutersListener class. Just to avoid the conflict
modification error, removed ExternalNetworkListener.java class from NAT
Module.

Cluster support for netvirt QoS

-Changed QoS policy configuration change listeners from
 AsyncDataTreeChangeListenerBase to
 AsyncClusteredDataTreeChangeListenerBase so that all nodes receive
 QoS configuration change notifications.

-Rate limit and DSCP marking is done only by QoS entity owner. Other
 nodes just update the cache. This ensures that cache is always in
 sync between all the nodes.

Refactor OpFlex jobs to push to nexus

OpFlex project builds and archives dependencies (libuv, rapidjson
and ovs) on Jenkins.

Now the jobs are modified to build and push the dependencies to
nexus thridparty repository. The verify, merge and release jobs are
modified to download these dependencies from nexus while building
opflex artifacts.

The jobs are designed to take the version number of the dependency
to build.

Move all scripts to a common `scripts` directory.

Move all builders and scms to opflex macros file.

Rename the jobs to exclude files extension.

Don't try/fail to push pkgs sandbox->Nexus

The sandbox Jenkins silo doesn't have permission to push to Nexus, so
jobs that would push packages try to do so and fail, marking the entire
job as a failure. This checks if in sandbox and doesn't try if so,
preventing false negatives.

Ideally we'd also host the packages on sandbox Jenkins, but I haven't
figured out how to do so.

  Tunnel_ips of hardware_vtep is cleared when Open vSwitch process
  restarted in Open vSwitch HWVTEP Emulator

Cause of this issue:
  After Open vSwitch process restarted, ODL attempts to acquire tunnel_ips
  from CONFIGURATION MD-SAL and set it to Physical Switch.
  As tunnel_ips is not set from ODL but is set by vtep-ctl command, it
  does not exist in CONFIGURATION MD-SAL.
  This caused an empty value is set to tunnel_ips for Physical Switch.

Fix:
  Let ODL to acquire tunnel_ips from OPERATIONAL MD-SAL after
  VTEP Emulator restarted.

compareDbVersionToMinVersion uses ovsdb.library to
compare versions. This has added unnecessary
dependency in downstream projects. Replace usage of

Only use -all- job if it exists

In an effort to reduce the number of CSIT jobs we are running
and creating massive backlogs in the jenkins queue, it was
decided in the integration meeting (8/24/2017) [0] that it would
be safe to remove the -only- version of CSIT jobs if there
was a corresponding -all- version of that same job.

the -all- job is loading the same project features as the
-only- job but will also include other OpenDaylight features
from other projects that have been determined to not be in
conflict with said features.

Bug 9020 - Increase setup SSH connection timeout

There is a performance regression in setting up SSH connection to
NETCONF northbound servers. For now, increase SSH setup connection
timeout in Netconf MDSAL test suite to 60 seconds. This way suite does
not fail during its first step (setting up connection to ODL) already.

Bug 9045 - Update netconf readiness suite

netconf-connector readiness test suite checks if system is ready to
mount netconf devices. This is done by mounting CSS netconf endpoint and
trying to access
config:modules/module/sal-restconf-service:json-restconf-service-impl
/json-restconf-service-impl
resource located on mounted CSS netconf server.

However, this resource was deprecated and removed in Nitrogen release.

Bug 8882 - With conntrack SNAT communication with PNF fails

Traffic from Non NAPT to PNF was failing, Since from non NAPT switch the
packet came through a tunnel port to NAPT Switch. There it was failing
since the vpn interface does not exist for tunnel port. Hence it fails
to identify the router id.

Now for the tunnel port the external ip associated with router used to
identify the vpnid.

When using netconf test-tool with option --md-sal set to true, we expect

Map newly created simulated device's datastore to its server socket
instead of netconf session's socket.

Increase instance spawn time polling

While working on getting the devstack pike job to pass,
it was noticed that openstack instances were taking much
longer to move to ACTIVE state. This will help to make
the job more stable, but it should still be understood

Update controller RN for removed CSS modules

The long since deprecated Hydrogen DataProviderService API
and implementation have been removed which would require
manual edits to the controller.currentconfig.xml file if
present. The necessary edits were documented.

The config subsystem is officially deprecated in Nitrogen.
