Add utility to toggle project activation

This adds a toggle-project script which uses xmlstarlet to toggle
projects’ activation, and {disable,enable}-project scripts to
respectively disable and enable projects.

Managed Release: Deactivate non-MSI projects

    There are still projects pending a TSC decision to be
    removed in Fluorine (lisp, coe, sfc), but the rest have
    been validated. TSC notes [0]. Any project not approved
    or pending are still activated.

ODLPARENT-142: Don't package mysql-connector-java

Heavy handed approach to removing mysql-connector-java artifact from
our distribution.  Karaf includes this artifact for use with its
"jdbc" feature as of [4,5).  However, it is not license friendly
(it is GPL), so we should not ship it as part of our distribution.
Since we prepopulate "system" with all of the necessary jars to
start ODL offline, this approach just deletes the artifact in the
prepare-package phase.  This means that if someone attempts to use
our base distribution w/ "jdbc", then they will get a nasty
error since mysql client classes won't exist.  If they have a use
case that allows GPL licensing, they can always deploy it using an
out of band method (i.e., hot deployment of the artifact, or copying
it into system by hand).

In the future, we should address PAXJDBC-128 as a proper fix.  This
is a stopgap measure for the meantime, since the aforementioned
solution requires a new version of pax-features-jdbc, a new version
of karaf, and a new version of odlparent.

We should additionally release-note this as a known issue with
odlparent's karaf4-parent, since some downstream distributions
likely inherit from odlparent (instead of integration/distribution),
and should be made aware that they need to disclude this file
themselves.

Use profiles

Group all features in per-project profiles. Profiles are active or
inactive by default to reflect their current status in the project.
This allows jobs to enable or disable projects as necessary to test
project changes before enabling them.

ODLPARENT-137: restore the opendaylight prompt

In Karaf 4.1 and later, it turns out that the prompt defined in the
branding is overridden by the shell initialisation script,
etc/shell.init.script, which defines its own prompt. This patch adds
our own version of that script which disables the override.

Thanks to Guillaume Nodet for figuring out where the override was
coming from, and to Michael Vorburger for the initial investigation!

Adjust for odlparent 3 / yangtools 2

This patch upgrades the distribution to odlparent 3.0.2 and yangtools
2.0.0, and drops all projects not needed for netvirt (this is a
temporary measure intended to facilitate the creation of a
distribution to run netvirt CSIT).

Collapse AAA feature repositories

Per AAA project design choice, AAA will now only provide one feature
repository.  In the past, two were present (one for shiro and one for
the existing impl).  Since now the two are one in the same, it no
longer makes since to provide separate features or repositories. The
name features-aaa (the old one) was a much better sounding name so we
stuck with that instead of features-aaa-shiro.

Bug 9060: Add odl-mdsal-trace

This is the equivalent of a related similar addition
to the Karaf distribution local to netvirt (which had
a lot of +1...) in c/62403. Because we'd like to be
able to use this debug tool with (RPMs produced from)

Improve Coala linting, add section stubs/ignores

* Setup proper ignore inheritance with generic rules
* Ignore target dir, causing failures after building a distro
* Remove Python section as there's no Python code
* Add shell, spacing and XML sections but disable until errors fixed

Temporary remove neutron from K4 distribution

Neutron features bring netconf connector features and these
have still issues with K4 SFT (server unhealthy).
