  - NETCONF-529: add support for <copy-config>

    While <edit-config> is enough to configure any Netconf device,
    <copy-config> is more user friendly in scenarios,
    when entire configuration has to be written in single request, e.g.
    there is no need for explicit delete of nodes that were present in DS.

    This patch adds support for <copy-config> to mdsal-netconf-connector.
    Only <candidate/> is supported.

    To be included in subsequent patches:
    - move common test code to AbstractNetconfOperationTest
    - move common edit-config and copy-config code to AbstractEdit class

    Currently when OVSDB manager is started with SSL, the SSL Context is
    only fetched once, which inherently means the keystores are only read
    that one time.  This patch changes the behavior so that the SSL Context
    is fetched everytime a new connection is opened, which in turn will
    update the keystore data.

    sfc-python-verify has been failing for some time. After fixing it [1],
    some issues have arised in sfc-py:

    - Fix pep8 issues.
    - Refactor jenkins_build_package.sh so that it does not build python3
      itself as it is already available in the enviroment on which
      sfc-python-verify runs. Anyway, it has also being removed form the
      job for the time being as per [1].

Remove the RSTcheckBear

We will strive to set the Sphinx -W flag instead which does some
basic checking. This allows us to use Sphinx specific features
like substitutions from conf.py which RSTcheckBear catches as
failures.
