Bug 2907: Downgraded karaf maven plugin to 3.0.1

Karaf Maven plugin 3.0.2 and 3.0.3 during installation
of boot features reinstalls already installed features
when it's referenced by other features.

This actually prolongs build and increases logs in
large amount - eg.
