Pcep HA tests

Using Pcep-Pcc-Mock tool on cluster

Similar to bgp-ha, and bmp-ha

Stopping karaf, waiting for tool to reconnect
Killing karaf, waiting for tool to reconnect

Reworked finding owner with singleton.
Add test templates for pcep-topology with volatiles.
