Quick polling cycle needed to verify DPID is gone

-  looks like with the Lithium redesign it must be taking a
short time to remove the switch from the operational store
after the switch disconnects.  this will check every sec for
3s, at which point it will fail.

-  this fixes one failure we have in CI right now
