Replace robotframework-tidy-wrapper with robotidy

Built-in Robotframework Tidy tool has been deprecated and the pre-commit
hook (robotframework-tidy-wrapper) based on the tool has not been
updated for more than 2 years.

Replace the pre-commit hook with robotidy as recommended.
