Enable counter prints in log for netvirt CSIT

Enables the infrautils counter log prints in netvirt
CSIT runs, by modifying the configuration file before
ODL is run using a configplan.

netvirt-csit: Show neutron debugs only once

Currently we do a Show Debug for each network VMs separately,
but each Show Debug does the same neutron shows.
This should speed things up a little bit.

remove stale devstack suite setup

the old devstack suite setup is not used any longer and was there to help
bootstrap the devstack gate job which we no longer have.  the keyword was
not used by anything.  The newer "devstack suite setup tests" is what we
are using now and it has been renamed to just "devstack suite setup" which
is more concise

updating bgpingest suites to support openconfig for carbon

the support of openconfig in carbon happenes on getting the content
for PUT(or any other rest) messages inside TemplatedRequests

in the csit/variables/bgpuser|bgpingest are already direcotries such as
bgp_peer or bgp_peer.boron. TempletedRequests will take the rest requests
contetnt from appropriate directory. For default directories (applied for
carbon) openconfig is used. For directory.B|Be netconfconnector is used.

Simple change of ConfigViaRestonf towards TempletedRequests makes the suite
ready for openconfig.

optimizing connectivity suite test case execution

Modified SFC test suite for creating flows in sff's and classifiers

Iptables must be flushed and one interface must be configured in the
classifiers before configuring classifiers

Add route in ODL system to reach the docker network in tools env.

Adjust SFC json configuration to the one used in SFC demo sfc-103
and remove dependance on static IPs in the config files.

Remove lithium configuration folder in variables directory and
remove condition linked to the release used at the time of
choosing configuration folder inside robot suites files.

Add new library to wrap the use of Docker containers within the
Robot framework tests. Library name: DockerSfc.robot
And another library for auxiliary functions used within the Sfc
tests. Libary name: SfcUtils.py

Address Start_Suite KW 1

- Move test using Start_Mininet to Start_Mininet_Single_controller.
- Once this is merged we can move test using Start_suite to
Start_Mininet and delete Start_Suite.
- Finally we can try to move Start_Mininet to
Start_Mininet_Single_controller but this change can take longer.

Push upstream reachability tests

They simply get the complete lists of neutron resources (networks,
subnets and ports). They highlight issues to reach ODL urls without
interpreting the other test results.

This is the last robot file currently hosted by OPNFV. It follows the
previous commits [1] and [2].

Stabilize l2switch loop remover test

Add extra check for expected flows and remove sleep.
Remove unstable test until someone can fix this.

Improve bug 6917 reproduction

Bug 6917 can be reproduced by either:

- Adding+deleting same big flow in ~10 sec duration cycle.
- Adding multiple big flows at ~10 sec duration cycle.
