Chore: Update common-packer to the latest v0.9.0

Pull in the following changes with the submodule update:
- Fix: AMI product codes need to be defined
- CI: Configure gitlint for Conventional Commits
- CI: Update pre-commit and make it work properly in CI
- Feat: Add support for Docker builder on Windows
- Feat: Add support for Docker builder on arm64
