Add patch test jobs for bgpcep

This will add 2 patch test jobs that will automatically trigger
CSIT test when a committer or contributor writes test-bgpcep-bgp
or test-bgpcep-pcep in a gerrit patch.

The jobs will trigger the tests listed in the patch.
